Payroll Unit Supervisor, Council of Supervisors and Administrators (CSA) - 24835Level: L3Division/Office: Division of FinanceBorough: BrooklynPosting End Date: 02/11/2025This position is in a civil service competitive class that is subject to examination. Position is only open to current City employees with permanent NYC civil service status as Principal Administrative Associate or permanent in an equivalent title that is eligible for transfer under 6.1.9 to Principal Administrative Associate. This position is open to qualified persons with a disability who are eligible for the 55-a program. Please indicate in your cover letter that you would like to be considered for the position under the 55-a program.Position Summary: The Payroll Unit Supervisor under general direction, with wide latitude for the exercise of independent initiative and judgment, supervises difficult and responsible payroll activities associated with the preparation and distribution of payroll checks for supervisory instructional staff, including Principals, Assistant Principals, and Education Administrators. Performs related work.Reports to: Director, Exception PayrollKey Relationships: Works with Payroll Secretaries; Human Resources Directors; Division of Instructional and Information Technology (DIIT); CSA; The city's Office of Payroll Administration (OPA); and the Financial Information Services Agency (FISA).Responsibilities:

  • Supervise and coordinate the activities of the CSA Payroll Unit which is responsible for paying over 7,000 staff members.
  • Train staff on the execution of CSA contracts, the interpretation of bonuses, stipends and differentials for CSA members.
  • Represent NYCPS by responding to payroll inquiries regarding CSA staff and clarify payroll functions/details where needed at meetings with CSA union officials, field offices staff, and representatives from other city agencies as well as in grievance hearings.
  • Coordinate on-line professional development for payroll secretaries and field personnel.
  • Assist central and field office staff with payroll related CSA issues.
  • Work with IT staff relative to testing, enhancing and modification of the payroll system.
  • Review and reconcile CSA payroll reports.Qualification Requirements:Minimum:
    • A baccalaureate degree from an accredited college and three (3) years of satisfactory, full-time progressively responsible clerical/administrative experience, one (1) year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
    • An associate degree or 60 semester credits from an accredited college and four (4) years of satisfactory, full-time progressively responsible experience as described above; or
    • A four-year high school diploma or its educational equivalent and five (5) years of satisfactory, full-time progressively responsible experience as described above; or
    • Education and/or experience equivalent to the above. However, all candidates must possess the one (1) year of administrative or supervisory experience as described above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one (1) year of administrative or supervisory experience described above) at a rate of 30 semester credits from an accredited college for six (6) months of experience up to a maximum of 3.5 years.Plus: In addition to meeting the minimum requirements, individuals must have two additional years of the experience described above.Preferred:
