Health Group (PBHG), Central New Jersey---s leading behavioral
healthcare organization, is seeking a Chief Medical Officer (CMO)
to serve as a key member of the organization---s highly motivated

an affiliate of Oaks Integrated Care. Each year, more than 400
certified and professional staff members serve more than 30,000
clients ranging in age from birth to over 100. The organization---s
seventy specialized programs include: Individual, family, and group
therapy and crisis counseling. Substance abuse, addiction, and
mental health counseling. Job readiness training. Transitional
residential and independent living facilities. Treatment for those
suffering from substance abuse or addiction. Programs specifically
designed to meet the needs of senior citizens. Programs and
services are provided in 15 locations and in many schools. The Role
of the Chief Medical Officer The Chief Medical Officer (CMO) is a
key member of the organization---s leadership team, engaged in
defining the overall business strategy and direction of the
organization. The CMO: Leads the overall clinical vision for the
entire organization and provides clinical direction to the
prescribing staff and medical oversight, expertise and leadership
to ensure the delivery of quality healthcare services across the
lifespan; Strategizes, develops and implements innovative clinical
programs and plans; Organizes and directs medical staff services
for the entire organization including all affiliate organizations;
Assists the medical staff in formulating standards of care and
strategic direction for quality; Facilitates communication between
the medical staff and administration, ensuring positive medical
staff relations and working to align medical staff goals with those
of PBHG; Ensures compliance with all quality, legal and regulatory
requirements; and Provides medical leadership as well as clinical
oversight for physicians, APNs and PAs employed by PBHG and
participates in their recruitment, selection and evaluation. The
CMO reports to and advises the Chief Executive Officer on medical
policy and treatment issues and collaborates with senior management
in developing organizational strategic plan, participates in annual
operating and capital budget process and provides input regarding
budgets of medical affairs, clinical quality and program and
facility development. Specific responsibilities include: Supervises
psychiatric staff, indirectly supervises all clinical staff,
provides leadership and vision in the development of clinical
guidelines and care pathways, resulting in an understanding of and
belief in recovery and co-occurring services. Plans and determines
teamwork priorities, supports the medical staff in self-governance
and accountability to PBHG Board of Trustees and assures medical
staff compliance with bylaws, rules and regulations, policies,
procedures and behavior standards. Recruits prescribing staff,
supports team and individual growth and oversees Prescribing Staff
Peer Review to provide for ongoing professional practice
evaluations and focused professional practice evaluations.
Develops, implements and evaluates clinical practice protocols in
collaboration with the clinical staff, facilitating the transition
to evidenced-based practices and sets best practice standards to
drive measurable clinical outcomes. Oversees clinical staff
development and provides education on medication, wellness and
health issues to consumers, providers, family members and staff.
Provides direct services through diagnosing, treating and
coordination of care for consumers with mental, emotional and
behavioral disorders and consults on cases referred by clinical
staff to ensure adherence to best clinical practice. Conducts peer
clinical reviews to monitor the appropriateness of medical care,
utilization review, and assessments and develops treatment plan
utilizing psychotherapeutic methods and medications. Collaborates
with Quality Improvement to ensure clinical soundness of quality
and performance measures and implements Quality Improvement Plan on
an ongoing basis. Integrates, monitors and evaluates quality
assurance and utilization review activities and develops standards
to improve quality outcomes, both clinically and administratively,
to ensure the highest standards in treatment and care of clients
and to ensure compliance with all relevant licensing and
accrediting bodies. Participates in the development of clinical
information systems and electronic medical records to allow proper
utilization of clinical data and feedback to prescribers regarding
practice patterns and performance. Attends all relevant clinical
staff, administrative team and board meetings, as appropriate.
Other duties/responsibilities, as assigned by CEO. Qualifications
of the Ideal CMO Candidate The ideal candidate for the CMO position
will demonstrate the highest degree of integrity, honesty,
dependability and openness, a high energy level and sound work
ethics, as well as excellent skills in the areas of organization,
follow-through, multi-tasking, prioritization, decision-making,
problem solving, meeting deadlines, working under pressure,
pro-activity and creativity. The CMO must possess the ability to
relate well to a wide variety of individuals and possess the skills
necessary to drive change and innovation in clinical practice. The
CMO must be a collaborative team player and team leader,
successfully building a motivated team that values and promotes
organizational success and adherence to mission. This is a
full-time position. Additional requirements: An MD or DO degree
from an accredited medical school and current Board Certification
in Adult Psychiatry (American Board of Psychiatry and Neurology)
and in Addiction Medicine (American Board of Preventative Medicine)
and/or Addiction Psychiatry (American Academy of Addiction
Psychiatry) are required as are a current license to practice
medicine in the State of New Jersey and an active DEA number. In
addition, the position requires: Eight (8) years--- practice
experience including five (5) or more years in clinical practice
including child psychiatry and addiction medicine. Significant
management training, including completion of physician executive
leadership coursework. Knowledge of current clinical quality,
benchmarking and best practices and of current developments/issues
related to behavioral healthcare settings, including Joint
Commission and/or CARF, legal issues, Medicaid, Medicare and other
reimbursements. Excellent communication and presentation skills,
both verbally and in writing. Understanding of healthcare
information technology, regulatory and accreditation standards and
the issues and principles of healthcare laws and regulations.
Proficiency in use of Microsoft Office programs, including Word,
Excel and Outlook, and Internet search tools. This position also
requires experience in: Physician clinical quality. Development of
data tools to evaluate clinical outcomes. Analysis of data and
interpretation of behavioral healthcare trends. Design of effective
clinical practice patterns and clinical protocols to decrease
inappropriate utilization and enhance quality outcomes. Strategic
planning, budgeting, management and goal setting. Quality
improvement development, motivation of leadership in medical staff
and ability to conduct meetings effectively. Leadership of
prescribing professionals to greater efficiency while improving
quality, superior interpersonal skills and financial aptitude.
Familiarity with medical staff organization, credentialing and
organizational bylaws, rules and regulations. Compensation PBHG is
